This serial killer was responsible for taking the lives of at least 11 people and may have been responsible for many more. Lucas seems to have been obsessed with the idea of making law enforcement authorities in Texas look bad. Quote: “I made the police look stupid. I was out to wreck Texas law enforcement.”
