Yep, it’s gotten to the point where people will literally steal part of the road and leave a dangerous gaping hole in its place. This is a heist that may involve more than one thief and possibly a vehicle to haul the loot in, since manhole covers can weigh in excess of 250 pounds. As you might suspect, they are often sold to scrap yard operators who are willing to turn a blind eye in exchange for a little profit.
