10. Lucky 13

Although only 12 districts are invited to compete in the games, there is also a thirteenth district. Seen as a threat by Panem’s rulers, the thirteenth district is composed of people who live underground and have their own nuclear weapons. As a result, they are not threatened by the elite who rule Panem.
