3. Let It Rain

It’s really no surprise to hear that a tax-hungry state like Maryland would come up with a plan to tax the rain. Yep, in what lawmakers claim is part of an effort to help clean up the pollution in Chesapeake Bay, land owners are taxed based on how much rainwater their property can soak up. The stated goal is to minimize “runoff,” and property owners with heavily-developed parcels that feature parking lots, roads and sidewalks are taxed more than those who own property that more readily absorbs rainfall.
