10. Save Now and Pay later

Although smoking is an activity that is discouraged in most places, the cash-strapped Chinese province of Hubei was pretty desperate for revenue during 2009. Since one of their prime sources of revenue were sales on cigarettes, a new law was put in place that imposed a fine on citizens who did not smoke! This caused a bit of a dilemma among some Hubei residents who had to decide whether they would avoid the fine by smoking or face the probability of paying a much higher price later on in life as a result of diseases that are often brought on by smoking.
