2. Well-fed Artists

In Great Briton, an agency called the Arts Council handed £95,000 over to a group of artists so they could decorate a rubbish dumpster with yellow lights. I suspect the job could have been done a lot cheaper and probably just as well by hiring some homeless people to do the job. They probably would have appreciated the opportunity for some work.
